Hollaway supports the West Harris County Regional Water Authority and North Fort Bend Water Authority in the delivery of the Surface Water Supply Project, a 55-mile-long, large-diameter water transmission line from the City of Houston’s Northeast Water Purification Plant to the west Houston and north Fort Bend County regions. This significant undertaking is being constructed through one of the nation’s most populated regions to meet the Harris-Galveston Subsidence District (HGSD) and Fort Bend Subsidence District’s (FBSD) groundwater reduction requirements for 2025 and beyond. The pipeline is scheduled to be complete by 2026.

Hollaway joined the project delivery team in 2016 when the Surface Water Supply Project was in the planning phase. As part of project planning, Hollaway developed a strategic communications plan and conducted outreach to neighborhoods, businesses, and property owners along the 55-mile-long corridor to provide information about the project and anticipated impacts.

Construction began in 2020, and Hollaway provides ongoing construction communication services, including a project website, a 1-800 hotline and email for public inquiries and concerns, social media content, media relations support, and crisis communications response services, among others.

Concurrently, Hollaway serves the project delivery team with environmental consulting support, conducting field surveys and coordinating with the USACE to obtain environmental clearance for the 55-mile-long project.
