Leslie Hollaway
Leslie Hollaway is the visionary behind Hollaway Environmental + Communications Services. Born and raised in Galveston, Texas, she is proud to serve the State of Texas and Gulf Coast regions with best-in-class strategic communications and project delivery services. She has more than 18 years of experience in project management, project planning and permitting, National Environmental Policy Act (NEPA) documentation, strategic communications and public engagement for large-scale, high-profile infrastructure projects. Ms. Hollaway uses this expertise to lead the award-winning team at Hollaway Environmental + Communications Services.

Claire Garvin
Claire Garvin lends extensive experience to Hollaway Environmental + Communications Services in team and project management, program planning, National Environmental Policy Act (NEPA) compliance and environmental permitting, and development and execution of large-scale biological field survey programs as well as public involvement and community engagement. Ms. Garvin has over 20 years of experience throughout the Gulf Coast across several industries including infrastructure, energy, private development, and coastal planning. As COO, Claire plays a pivotal role in the success of Hollaway by focusing on growth, financial health, and efficient operations to better support our clients and ensure employee development.
Jennifer Smith
Jennifer Smith is our Chief People Officer and is an SHRM Certified Professional. She has been with Hollaway Environmental + Communications Services since 2016 and has over 13 years of Administrative, Human Resources, and Financial experience. Ms. Smith is our in-house HR practitioner that provides the Hollaway team expertise and support in everything from performance management to HR compliance. Her priority is to build and foster an inclusive and diverse culture that aligns with Hollaway’s vision and values.
Trevor Pattillo
Trevor Pattillo serves as the Financial Manager after receiving his MBA from the University of Houston, Downtown and has been with Hollaway Environmental + Communications Services since 2016. He leverages the skills he learned while achieving his degree to provide financial expertise to company leadership as well as administer the day-to-day management of company finances. His goal is to continue the financial stability and growth of the company while maintaining alignment with Hollaway’s strategic plan.
Sam Blanco, AICP, PMP
Sam Blanco oversees Hollaway’s environmental practice. He is a NEPA practitioner with over 21 years of experience in consulting and government, and has managed environmental on-call contracts for TxDOT; large municipalities; and the nation’s largest public power, natural gas, and electric company. He has conducted NEPA and related studies for projects in Texas, Louisiana, Nevada, Wyoming, Nebraska, South Dakota, New Mexico, and the Mexican States of Chihuahua and Nuevo Leon.
Connor Stokes, ENV SP
Connor Stokes has over 9 years of communications experience including project management, project research, report authorship, video production, stakeholder outreach, public meeting/hearing planning, and quality assurance review. He has played an integral role in many client projects, including the Texas General Land Office’s Coastal Resiliency Master Plan, the Coastal Texas Study led by USACE and Texas General Land Office, and crisis communications in support of the Harris County Flood Control District in the wake of Hurricane Harvey.
Greg Sevcik
Greg Sevcik has over 15 years of experience as a professional graphic designer, developing print collateral, branding, social media content, and motion graphics. He has expertise in developing various technical and educational communication tools for public involvement activities. His work has spans a wide range of audiences, from multilingual brochures and newsletters for the general public to lengthy reports for subject matter experts and policy makers. Mr. Sevcik’s graphic design and video production work for client projects has won multiple Communicator and Telly Awards.
Tara Davis
Tara Davis has nearly a decade of experience working in the private sector servicing Federal, non-governmental, and private organizations. She has work experience with creating and implementing marketing plans, which include social media strategy, collateral creation, logistics for tradeshows, and metric creation for companies. At Hollaway, she manages the creative services department, oversees Hollaway’s marketing and project teaming efforts, coordinates large and small scale and public meetings, and general support of Hollaway team projects.
Kasey Clarke, AWB, WPIT
Kasey Clarke has a wide variety of experience in environmental services including wetland delineations, Clean Water Act permitting, threatened and endangered species habitat surveys, oyster surveys, freshwater mussel surveys, mitigation monitoring, and Phase I Environmental Site Assessments. She has managed an array of projects for federal and state agencies, municipalities, and private developers involving transportation improvements, stormwater facilities, utility lines, coastal dredging, and much more.
Rachel Massey
Rachel has nearly a decade of experience in public involvement, marketing, public relations, and community outreach. This experience includes, facilitating meetings and workshops, conducting interviews for research projects and teaming on proposals, documentation and logistics for meetings, hearings, workshops, and charettes, leading public outreach on master plans and studies for multiple agencies and organizations, creating stakeholder and elected official lists, and developing and writing presentations, scripts, and materials for communication-focused projects. Exhibiting problem-solving, leadership, and professionalism for each project she manages, Rachel specializes in transportation-focused, design-related, and community-outreach projects, while following all legal/environmental processes and requirements (e.g., NEPA). She is passionate about clear, concise messaging and communication with the public and affected stakeholders, while supporting her clients in an efficient and transparent manner.
Molly Lenihan
Molly Lenihan joined Hollaway in 2020 and is a Senior Environmental Scientist with extensive experience in wetland delineations, threatened and endangered species habitat assessments, Phase I Environmental Site Assessments, Clean Water Act permitting, National Environmental Policy Act documentation, and a variety of other environmental services. She has managed numerous projects, ranging from large-scale flood reduction projects to small, single family residential developments. She supports the Hollaway team as a project manager, field lead, technical writer, and reviewer.
Thomas Mumford
Thomas Mumford supports the Hollaway Environmental + Communications Services team as a Production Specialist. He has more than eight years of experience in audio recording, mixing, and mastering, as well as more than ten years in live sound reinforcement and video production. A jack of all trades, he provides all-around support to our clients by providing an excellent level of service for every project that he has the opportunity to serve.
LaDaja Dunn
Ms. LaDaja Dunn supports the Hollaway Environmental + Communications Services team as an Office + Human Resources Coordinator. Ms. Dunn brings with her the ease of adaptability, organizational skills, as well as previous administrative and marketing experience to the company. As an Office + Human Resources Coordinator, she helps lead the efficient operation of the office, assists in invoicing, marketing efforts, and provides day to day support to the Executive Team.
Taffeta Burleson
Taffeta Burleson supports the Hollaway Environmental + Communications Services team as an Associate Environmental Scientist. She has gained experience in a wide range of environmental services during her time with HECS, including Phase I Environmental Site Assessments, wetland delineations, and threatened and endangered species assessments. She supports an array of projects including mitigation, transportation, and municipal infrastructure. She brings with her a strong skillset in field research, data analysis, and GIS mapping.
John Simmons
John Simmons has over four years of experience working in both the private and public sectors, serving as a scientist and natural resource specialist. Since joining the HECS team, he has gained experience in Phase I Environmental Site Assessments, wetland delineations, constraints analyses, and threatened and endangered species assessments. He has supported HECS in a variety of projects, including private development and public works. He brings with him a background in geology, environmental science, and remote sensing.
Blythe Payne
Since joining the team as a Communications Specialist, Blythe has supported and led large- and small-scale infrastructure, drainage, and transportation projects. Blythe contributes to the Hollaway team through project management, stakeholder outreach, public engagement and public involvement planning, quality assurance review, and document creation.
Amiah Williams
Amiah Williams has a range of experience in public relations, digital marketing, communications, and public engagement. As a Communications and Public Involvement Coordinator, she helps Hollaway Environmental + Communications Services by providing support to a variety of diverse projects. She brings her innovative critical thinking, strategic planning, and strong communication skills to the team.
Chris Garza
Chris Garza has nearly 10 years of professional experience with Texas ecology and over 12 years of experience in Geographic Information Systems (GIS). Chris’ career has focused on landscape management, ecosystem restoration, tree surveys, plant inventories, wetland delineations, threatened & endangered species habitat assessments, and Phase I Environmental Site Assessments (ESAs). Chris brings much to the Hollaway as a project manager, GIS specialist, technical writer, reviewer, and a field lead.
Carmin Romero
Carmin Romero supports the Hollaway Environmental + Communications Services team as an Associate Environmental Scientist. Since joining the HECS team, she has gained experience in Phase I Environmental Site Assessments, wetland delineations, and threatened and endangered species assessments, and much more. She brings with her a background in environmental science, data analysis, and in air emission testing.
Cindy Dees
Cindy Dees has over 15 years of leadership, project management, and government affairs experience focusing on public engagement, strategic communications, and public policy. Her career has spanned roles across the public, private, and non-profit sectors. Holding a master’s degree in public service management from DePaul University, she has successfully led teams to launch innovative programs, including a 24/7 municipal contact center (311), and helped secure millions in funding for essential infrastructure projects. Since joining Hollaway, Cindy has contributed to projects focused on water, wastewater, transportation, and flood mitigation, applying her expertise in stakeholder engagement and public communications to drive successful outcomes.
Justin Tassin
Justin Tassin brings eight years of experience in environmental and economic development projects to Hollaway Environmental + Communications Services. As a Senior Environmental Scientist I, Justin specializes in wetland delineations, Phase 1 Environmental Site Assessments, Clean Water Act permitting, and endangered species habitat assessments. He excels in producing environmental compliance documents under the National Environmental Policy Act (NEPA), GIS Mapping, and coordinating stakeholder outreach for environmental and economic development initiatives.
Monty Criswell
Monty Criswell joined Hollaway in 2024 as a Senior Environmental Scientist II, bringing eight years of experience in environmental services. His expertise includes wetland delineations, threatened and endangered species habitat assessments, presence/absence surveys, and Phase I Environmental Site Assessments. Monty has contributed to a wide range of projects, including oil and gas developments, renewable energy initiatives, transportation infrastructure, mitigation banking, utility line installations, and coastal restoration efforts.
